A Next Social Contract for the Primary Years of Education

This report from the New America Foundation recommends policy frameworks to create PreK-3rd approaches that fix our fragmented educational pipeline. The report comes at a time when two-thirds of all American children are not reading at grade level by the end of Third Grade. Research shows that high-quality early learning from PreKindergarten through the early grades of elementary school (PreK-3rd) is the foundation for all future learning. An event releasing the report, in March 2010, featured panelists: Jacqueline Jones, Senior Advisor for Early Learning to U.S. Secretary of Education, Arne Duncan; Jerry D. Weast, Superintendent of Montgomery County Public Schools (MD); and Robert H. Dugger, Chairman of the Advisory Board for the Partnership for America's Economic Success.
