The US Department of Education has released new guidance documents on the use of Title I funds for PreKindergarten programs. While not well-known or used, school districts have always been allowed to use federal Title I funds to support PreK programs for low-income children. The vast majority of the funds, part of the Elementary and Secondary Education Act (ESEA), are used for K-12 programs. Title I funds can be used to provide full-day Kindergarten, and to expand part-day PreK programs, including Head Start, into full-day programs.
